The pubs in Bissell St were the Sir Charles Napier at the junction of Gooch St, The Beehive halway along on the same side at Ephram Philips but the one at the junction of Macdonald Street  which has to be the one you mean, as Bissell st finishes there must be The Town Crier. Though it could have still been the Town Arms when you knew it as Town Arms was demolished and replaced with the Town Crier sometime in the 60's but I cant remember the year.
Phil died in 2020. RIP.

I can tell you that it was in Wills street Lozells and it was known as the Waterloo Stores or just as The Waterloo.
