According to my auntie Eileen the lady on the right was the last person to do that job as a andy carrier  she told me which lady was in the photo. I'm going to send a another pic of her daughter Ada  else my grandmother. In the background is her husband my grandad

Neither of those ladies are the carrier-bag lady that I remember (nothing like either of them, actually), so maybe there was more than one lady but only one of them had that well-remembered cry.

Had bought 2 bunches and chatted with her and asked about the Andy Carrier Lady who she was Nell(ie) then took her photo - then she gave me the extra 2 bunches of daffs in the photo.

If someone can print out the photo and give her the hard copy, I'm sure that she'd be over the moon.
