Birmingham City Council, like many other Councils have always been notoriously bad payers. Knowing this you always added a bit on to the price you tendered. So unless you were desperate for the work, if you didn't get the contract it didn't matter but if you won it then you were pre compensated. Foretunately most contractors on the Councils approved tenders lists knew the score and did the same.
