I think they are still in the demolition & groundworks stage. They have said work should start 'late 2018'.

I went down Allison Street this afternoon and nothing has happened with the Beorma tower.
I don’t live in Birmingham any more, but I was struck by how shabby Brindley Place is becoming, especially by the canal and how third rate the new buildings are at the top of Suffolk St where the much-vaunted V Building was to have been. It looks like a block of flats with zero architectural merit.
What happened to our ambition. ?
Some of it could be Soviet Russia.

Fabian,don't degrade Russia they have some beautiful buildings in their towns and cities.And other parts of the old USSR.Just watch Joanna Lumley on the Silk Trail.

That's one of the problems with 'modern' buildings, they date & look shabby really quickly.  At least with the old classical styles they stand the test of time, mainly because they look old to start with!
