There could be several reasons for this, the main ones being that the photo is tagged with the wrong address. When you have been collecting historic photos for a while you find that a lot are compiled by idiots who obviously put too much faith in researchers.
Now it most likely is Upper Highgate St, but the corner of Emily Street or Angelina St. The other option is, it could be that early a photo that St Albans was yet to be built as it wasn't completed until 1899.
I'm sorry but I don't remember Upper Highgate Street well enough to say with any confidence which is the right answer.
